The Name of the Constitution

The name of the organisation shall be the International Students Service of The University of Western Australia (I.S.S.U.W.A.).

Definitions and Interpretations

In this Consitution,

"Guild" shall mean the Guild of Undergraduates referred to in Section 28 of The University of Western Australia Act;

"International Student" shall mean any person who entered Australia with a:

student visa who is currently enrolled in a course at The University of Western Australia;
dependent business visa who is currently enrolled in a course at The University of Western Australia; and
dependent diplomatic visa who is currently enrolled in a course at The University of Western Australia.

"I.S.S.U.W.A. Council" shall mean the governing body of I.S.S.U.W.A. which consists of the Executive Committee and the affiliates’ delegates;

"The Executives" shall mean the I.S.S.U.W.A. Executive Committee referred to in Section 5.2.1 of this Constitution;

"Affiliates" shall mean any International Students Association registered with the Guild and Societies Council which has affiliated to the I.S.S.U.W.A. Council;

"Member" shall mean any international student who is a member of the Guild.

Aims of the Organisation

To be the peak representative body of all international students on campus;

To foster co-operation amongst international students and also between international students and other students on campus;

To encourage discussion of, and take action on matters of interest to international students.

To promote the welfare of international students at The University of Western Australia, in order to ensure that international students are provided with a conducive environment in which to pursue their education;

To implement approved policies of the I.S.S.U.W.A. Council;

To implement approved policies of the National Liaison Committee Annual Conference (NLCAC), subject to the approval of the I.S.S.U.W.A. Council

To support the Western Australia State Branch of the National Liaison Committee for International Students in Australia (NLC West) in its work for international students so long as it is in accordance with the aims of I.S.S.U.W.A.

Affiliates

Any International Students association registered with the Guild and with the Societies Council may affiliate with the I.S.S.U.W.A. by submitting an affiliation letter, subject to the approval of the I.S.S.U.W.A. Council;

Delegates from the affiliate are to represent, and be responsible to the I.S.S.U.W.A. Council in matters concerning the international student members of their respective associations at I.S.S.U.W.A. council Meetings;

Each affiliate shall appoint two delegates prior to the first I.S.S.U.W.A. Council Meeting. At least one of these delegates shall be a Committee member of the affiliated association;

An affiliate member may terminate its affiliation, and on doing so shall submit a formal letter of termination to the I.S.S.U.W.A. Council.

The I.S.S.U.W.A. Council

The I.S.S.U.W.A. shall be governed by the I.S.S.U.W.A. Council;

The council shall comprise:

All members of the Executive and delegates from affiliated associations may cast one vote each;

The Chairperson of each I.S.S.U.W.A. Council meeting may not exercise a deliberative vote, but in the event of a tie, may exercise a casting vote;

In the event that the person appointed to chair the I.S.S.U.W.A. Council meeting holds a deliberative vote, his/her vote must be proxied in writing to another Council member, subject to section 5.3.5 of this Constitution;

In the event of the absence of a Council member, his/her vote may be proxied in writing to another Council member, subject to section 5.3.5 of this Constitution;

No Council member shall hold more than two proxies.

Election of Office Bearers

The Director shall be elected in accordance with the Guild Regulations;

All other Executive Committee members shall be elected at the Annual I.S.S.U.W.A. Elections, hereafter referred to as "the Elections";

The Executive shall appoint two Returning Officers to conduct the Elections at least five working days prior to the commencement of the Elections, subject to the approval of the I.S.S.U.W.A. Council. The Returning Officers shall be responsible for:

the fair conduct and administration of the elections;

the safe-keeping of the International Students Register; and

the receipt and counting of all ballot papers;

The Elections shall be conducted by way of optional preferential voting;

All International Students (as defined in section 2.1.2 of this constitutions) are eligible to vote in the Elections;

All candidates for the elections must fulfil the definition of "International Student" in Section 2.2 of this Constitution;

To nominate for a position in the Elections, a candidate shall

complete and sign a nomination form in respect of the position for which he or she is nominated;

have the nomination seconded by an international student, but may propose his/her own nomination;

Nominations for the Elections shall close fourteen days after the day on which nominations opened, inclusive of that day;

No candidate may be nominated for more than one position in the Elections;

The term of office for each Executive Committee member shall be for the period from December 1 of the year of election to November 31 of the following year;

The time between the election of the incoming office bearers and the end of the term of the outgoing office bearers shall serve as a period of training, in which the incoming Executive shall be familiarised with their respective duties;

In the event that an Executive Committee position remains unfilled after the Elections, the Executive shall conduct a separate election to fill the position, subject to Section 6 of this Constitution

The Executive Committee

The Executive Committee as a whole shall:

draw up the I.S.S.U.W.A. budget prior to the first semester meeting of the I.S.S.U.W.A. Council. The budget shall be referred to the Guild Finance and Planning Committee for consideration prior to its presentation to the Guild Council;

be responsible to attend all meetings in relation to international student matters and to duly report on such matters to the I.S.S.U.W.A. Council; and

be responsible for the formulation of plans to fulfill the aims of I.S.S.U.W.A.

head the Executive, and be responsible for reporting to the Executive all matters relevant to international students in order to facilitate I.S.S.U.W.A.’s functional efficiency;

represent all international student on matters pertaining to international students in the Guild;

be responsible to act on any educational issues that concerns international students;

provide a report on the activities undertaken by I.S.S.U.W.A. to the guild, when such a report is requested by the Guild;

call for, and chair I.S.S.U.W.A. Council Meetings;

provide a report on any Guild matters pertaining to International Students at meetings of the I.S.S.U.W.A. Council;

be the official spokesperson for all international students of The University of Western Australia; and

may co-authorise all accounts with the Treasurer

The Deputy Director shall:

in the absence of the Director, have all the rights, privileges, powers and duties attaching to the office of Director;

attend and chair Executive Committee meetings, for the co-ordination of all I.S.S.U.W.A. activities;

assist the Director in the co-ordination of the Executive;

may undertake any other projects for the benefit of international students and duly report to the Executive; and

may co-authorise all accounts with the Treasurer.

The General Secretary shall:

be responsible for maintaining a record of all I.S.S.U.W.A. Executive and Council Meetings and activities;

be the prime assistant to the Director and Deputy Director in the co-ordination of all activities;

be responsible for all administrative duties in the I.S.S.U.W.A. office;

be responsible for all correspondence taken by the Executive; and

may co-authorise all accounts with Treasurer.

The Treasurer shall:

be responsible for all financial records and transactions;

co-authorise all incoming and outgoing accounts with one of the following members of the Executive:

assist the Director in budget planning for all I.S.S.U.W.A. activities.

Supervise the Executive in the preparation of a Budget submission to the Guild after the first semester ISS Council meeting; and

Prepare the I.S.S.U.W.A. Annual financial Report at the end of his/her term, and distribute the said report to the Guild the ISSSUWA Executive and council.

The Social Secretary shall:

in consultation with the Executive, be responsible for the planning and co-ordination of all I.S.S.U.W.A. social activities; and

present a report on all social activities undertaken be I.S.S.U.W.A. at I.S.S.U.W.A. Council meetings.

The Sports Secretary shall:

in consultation with the Executive, be responsible for the planning and co-ordination of all I.S.S.U.W.A. sports activities;

be responsible for the co-ordination of I.S.S.U.W.A.’s participation in the N.L.C. (West) Inter-varsity Friendship Games; and

present a report on all sports activities undertaken by I.S.S.U.W.A. at I.S.S.U.W.A. Council meetings.

The Welfare and Education Officer shall:

be responsible to undertake activities for the promotion of international students’ welfare and educational issues;

work in consultation with the Executive on all welfare matters;

present a report on all welfare and educational issues undertaken by I.S.S.U.W.A. at I.S.S.U.W.A. Council meetings.

The Liaison Officer shall:

through the use of appropriate media, be responsible for the promotion of, and dissemination of information on, the activities and decisions of the I.S.S.U.W.A. Executive and council to international students;

undertake research with regard to educational and welfare issues concerning international students, in support of I.S.S.U.W.A.’s role in representing international students on campus; and

be responsible to inform the Executive of all on-campus matters and activities pertaining to international students.

Lighthouse Editorial Board

The Lighthouse Editorial Board shall comprise of:

The Editor shall be appointed by the I.S.S.U.W.A. Executive, in consultation with the Lighthouse Editorial Board.

The Editor shall update the I.S.S.U.W.A. Council on the magazine’s general progress as and when necessary and thereby provide a feedback link between the Lighthouse magazine and I.S.S.U.W.A. Council.

The Editor shall be held responsible to the I.S.S.U.W.A. regarding any published material of the Lighthouse.

I.S.S.U.W.A. Meetings

Annual General Meeting (AGM)

The AGM shall be held after the I.S.S.U.W.A. Annual Elections;

The AGM shall:

serve the purpose of formally introducing the incoming Executive Committee to the international student population on campus; and
be a forum for international students on campus to express any grievances, concerns and/or suggestions to the incoming committee.

New policies may be introduced at the suggestion of the members, which shall then be voted on by the I.S.S.U.W.A. Council;

Written notice about the meeting shall be provided to members no later than seven days prior to the meeting;

Quorum of thirty international students is required for the AGM.

9.2
Extraordinary General Meeting (EGM)

may be called by an I.S.S.U.W.A. member;
shall be for the discussion of the specific business for which it is called and no other business shall be entertained;

Quorum of at least 5% of the total international students population who are members of the Guild is required for an EGM;

At least five days written notice must be given for the EGM.

I.S.S.U.W.A. Council Meetings

The I.S.S.U.W.A. Council is to meet at least once per semester, or more as requested by the Director or three I.S.S.U.W.A. Council members with the knowledge of the Director.

The quorum shall be half plus one of Voting I.S.S.U.W.A. Council members, including delegates representing at least half of the affiliated association.

The Director or Deputy Director shall chair I.S.S.U.W.A. Council meetings;

In the absence of both the Director and the Deputy Director, the Chair shall be elected at the meeting;

Ordinary members of I.S.S.U.W.A. may attend the I.S.S.U.W.A. Council meetings as observers.

The I.S.S.U.W.A. Council can form a sub-committee to deal with and report on any matters deemed necessary by the I.S.S.U.W.A. Council;

The policies of the I.S.S.U.W.A. shall be approved by a simple majority of the I.S.S.U.W.A. Council members at a Council Meeting.

In so far as they are applicable to the I.S.S.U.W.A. Council, the standing orders of the Standing Committees of the Guild shall apply to all meetings of the I.S.S.U.W.A. Council Meetings.

The I.S.S.U.W.A. Council shall have power to make rules for the proper conduct of its affairs. All rules and alterations thereto shall be enrolled upon the Guild Statute Book upon receiving approval from Guild Council.

I.S.S.U.W.A. Executive Meetings

The Executive shall meet at least once a month for the coordination and management of I.S.S.U.W.A. activities;

Meetings shall be chaired by the Deputy Director. In the event of or in his/her absence, the General Secretary shall take over as chair;

Quorum shall be half plus one of the Executive committee.

Constitution Amendments

The council shall inform the General Secretary of any amendment made to these regulations;

Proposed amendments to the constitution are subject to the approval of the ISSSUWA Council and the regulations may be changed with a two-third plus one majority of the I.S.S.U.W.A. Council;

Proposed amendments and the new constitution draft shall be submitted to the Guild Statutory Committee for approval, then submitted to Senate for ratification;

The approved amendments will then be included into Guild Regulations.

Commencement

This constitution shall come into effect on 13th October 1999.
